Public vs private universities in Bosnia: the short answer
Public vs private universities in Bosnia is mostly a choice between price and hospitals on one side, and English-taught variety and small classes on the other. Public universities are the better choice for medicine, dentistry and pharmacy on a budget. Private universities are the better choice if you want a business, IT, engineering, design or social science degree fully in English.
That split surprises many families. In most countries, private means expensive and elite, public means crowded and local. In Bosnia and Herzegovina the picture is more mixed. The cheapest English-taught medicine in the country, €3,500 a year in Foča, is public. The widest choice of English bachelor degrees, from architecture to game design, is private.
What counts as a public or a private university in Bosnia?
A public university in Bosnia and Herzegovina is founded and funded by a canton, an entity or Brčko District; a private university is founded by a company or foundation and funded mainly by tuition. Both must pass the same state accreditation before they may award degrees.
The eight public universities are the old, large institutions in the main cities: Sarajevo, Banja Luka, Tuzla, Mostar (two universities), Zenica, Bihać and East Sarajevo, whose medical faculty sits in Foča. The University of Sarajevo alone has more than 20 faculties and academies.
The 13 private universities are younger and smaller. Three of them, all in Sarajevo, were founded with an international profile and teach in English from day one. The other ten are regional universities in Banja Luka, Bijeljina, Brčko, Mostar, Travnik and Vitez, focused on business, law, IT and health in the local language.

Tuition fees: are public universities in Bosnia cheaper?
Public universities in Bosnia are cheaper for international students in almost every subject where both sides teach in English. The gap is largest in medicine, where public fees start at €3,500 and private fees reach €13,750 a year.
Some concrete 2026/27 numbers for English-taught programmes:
- Data Science and AI at the University of Sarajevo: €1,534 a year, the lowest English-taught fee in the country
- Chemical Engineering and Technology at the University of East Sarajevo in Zvornik: €2,000 a year
- Nursing in English at the University of Banja Luka: €3,070 a year
- Bachelor degrees at International Burch University: about €5,100 a year (10,000 KM)
- Bachelor degrees at International University of Sarajevo (IUS): €5,400 to 6,600 a year
- Computer Science or Economics at Sarajevo School of Science and Technology (SSST): €8,000 a year
Fees for local-language programmes at the public universities are set per faculty and per applicant, so we quote them in writing for your programme. They are usually well below the English-track fees. The full list for all 21 universities is in our guide to tuition fees in Bosnia.
What we see in practice: private tuition often includes things that cost extra elsewhere, such as an English preparatory year at IUS (€5,000), study materials and help from the international office. Over a three-year bachelor, the difference to a public English track can still be €8,000 to €15,000. That money buys a lot of rent in Tuzla or Banja Luka.
Teaching language and the range of English programmes
Private universities in Bosnia offer far more English-taught degrees than public ones; public universities concentrate their English programmes in medicine and health. If your subject is architecture, psychology, international relations, game design or genetics, a private campus in Sarajevo is usually where it runs in English.
The three English-medium private universities cover most fields:
- International University of Sarajevo (IUS): computer science, AI and data engineering, electrical and mechanical engineering, genetics and bioengineering, architecture, psychology, law, international relations, design and media, plus Medicine and Dental Medicine
- International Burch University: IT, electrical engineering, civil engineering, architecture, management, economics and finance, international relations, English literature, film, game design and Dentistry
- Sarajevo School of Science and Technology (SSST): computer science, information systems, economics, political science, film making, game development, plus Medicine, Dentistry and Pharmacy
On the public side, the University of Sarajevo teaches Medicine, Dental Medicine, Business and Data Science and AI in English. The University of Banja Luka runs Medicine, Dental Medicine, Pharmacy, Nursing and Economics and Business Management in English. The University of East Sarajevo adds Electrical Engineering and Chemical Engineering in English to its medical programmes in Foča. The University of Mostar teaches Medicine in English, and the University of Tuzla offers English master and doctoral programmes in health.
If you speak Bosnian, Croatian or Serbian, or are ready to learn it, every public university opens up, with hundreds of programmes from forestry to dramatic arts. We look at fields one by one in our guides to engineering and IT in Bosnia and business degrees in Bosnia.
Class size, campus and student life
Private universities in Bosnia teach in smaller groups on one compact campus; public universities teach larger groups in faculties spread across the city. Which one suits you depends on how much structure you want around you.
At IUS and Burch, everything is in one place: lecture halls, library, canteen, sports hall and, at IUS, student dormitories. Lecturers know students by name, attendance is tracked, and the international office answers emails in English. Students who come straight from school often like that safety net.
Public universities feel like a city. The University of Sarajevo has faculties in Centar, Novo Sarajevo and Stari Grad, and you share the lecture hall with local students. First-year lectures in law or economics can be large. In the English medical tracks it is the opposite: cohorts are small, and international students get to know each other quickly. You also learn the local language faster, because daily life happens around Bosnian classmates.
A pattern we see every year: students at public universities make more local friends and speak the language after two years; students at private universities have a more international circle and travel more. Neither is better. Ask yourself which version of student life you want. Our guide to the best student cities in Bosnia helps with the city part of that choice.
Medicine: teaching hospitals and clinical years
For medicine, dentistry and pharmacy, public universities in Bosnia have the clear structural advantage: each of them is attached to a university clinical centre where students do their clinical years. That is also why English-taught medicine is cheapest on the public side.
- University of Sarajevo: Clinical Center of the University of Sarajevo
- University of Banja Luka: University Clinical Centre of the Republic of Srpska
- University of Tuzla: University Clinical Centre Tuzla
- University of Mostar: University Clinical Hospital Mostar
- University of East Sarajevo: University Hospital Foča, next to the faculty
On the private side, SSST teaches Medicine, Dentistry and Pharmacy in Sarajevo and organises clinical teaching with partner hospitals. At IUS, Medicine and Dental Medicine years 1 to 3 are taught in English in Sarajevo, and years 4 to 6 in Turkish in Istanbul. That suits students who speak Turkish or plan to work in Turkey.
The price range is wide: €3,500 in Foča, €4,500 in Banja Luka, €6,135 in Sarajevo, €9,000 in Mostar, €13,200 at SSST and €13,750 at IUS. Over six years, that is a difference of more than €55,000 between the cheapest and the most expensive programme. Internationality and the admin experience
Private universities in Bosnia are the most international campuses in the country; public universities are more local, with international students concentrated in their English medical tracks. This shows most in everyday administration.
At IUS, Burch and SSST, the international office speaks English, knows the residence permit process and often prepares the invitation letter you need for the police and the embassy. At public universities, the faculty sends documents in Bosnian, Croatian or Serbian, offices keep shorter hours and some steps still need a stamp in person.
That gap matters less than it looks. Our office in Bosnia does this paperwork with public faculties every week, from the enrolment file to the temporary residence permit. The steps themselves are the same for both: our guide to the student visa and residence permit in Bosnia explains them.
Recognition: is a private degree worth less?
A degree from a private university in Bosnia is not worth less than a public one, provided the university is state-accredited. Both award the same Bologna degrees with ECTS credits, and the recognition procedure abroad is the same.
What matters is accreditation, not ownership. All 21 universities in our finder are state-accredited. Several other institutions advertise to foreigners without it, so check our list of non-accredited universities in Bosnia before you pay a deposit anywhere. How each country handles a Bosnian degree is explained in our guide to degree recognition.
For medicine, the destination country adds its own licensing step. In Germany, for example, graduates from outside the EU take the knowledge test (Kenntnisprüfung) before Approbation, whether they studied at a public or a private university.

Decision guide: public or private university in Bosnia?
The right choice depends on four things: your subject, your budget, the language you want to study in and how much structure you want around you. These are the patterns we use with our own students.
Go public. Foča (€3,500), Banja Luka (€4,500) and Sarajevo (€6,135) combine English teaching with their own university clinical centre.
Go private in Sarajevo. IUS, Burch and SSST teach almost every field in English, with small classes and one campus.
Go public and pick a smaller city. Data Science in Sarajevo at €1,534 or Chemical Engineering in Zvornik at €2,000, with rent from about €150 a month.
Go public. Every faculty at all eight public universities opens up, often at much lower local-language fees.
Consider private. A single campus, dormitories at IUS and an English-speaking international office make the first year easier.
Look at IUS. Its medical programmes finish in Istanbul, and the campus has a large Turkish community.

Can international students study at public universities in Bosnia in English?
Yes. Five of the eight public universities teach in English: Sarajevo, Banja Luka, East Sarajevo, Mostar and Tuzla. In Sarajevo, Banja Luka, East Sarajevo and Mostar the English programmes are mainly in medicine, dentistry, pharmacy, nursing and health, plus business, data science and engineering in Sarajevo, Banja Luka and East Sarajevo. Tuzla teaches its Master of Health Studies and PhD in Biomedicine and Health in English.
What are the best universities in Bosnia for international students?
For English-taught medicine, the University of Sarajevo, the University of Banja Luka and the University of East Sarajevo in Foča are the most chosen public options. For English bachelor degrees in other fields, IUS, International Burch University and SSST in Sarajevo lead. The best one for you depends on subject, budget and city.
Which is better for medicine in Bosnia, public or private?
Public universities have their own university clinical centres and charge €3,500 to €9,000 a year for Medicine in English. Private programmes at SSST and IUS cost more than €13,000 a year. Most of our medical students choose a public university.
Do private universities in Bosnia have smaller classes?
Generally, yes. Private universities teach smaller cohorts on one campus, while large public faculties hold big first-year lectures. The English medical tracks at public universities are also small, so the difference there is minor.
Is a private university degree from Bosnia worth less abroad?
No. Employers and recognition offices look at accreditation, degree level and credits, not at ownership. A degree from a state-accredited private university is treated the same way as one from a public university.
